Statement of the Free Russia Forum on Donald Trump’s so-called “peace plan” for Ukraine:
The Free Russia Forum expresses its strong rejection of Donald Trump’s proposed so-called “peace plan” for Ukraine. This document is not a plan, but an ultimatum that compels the Ukrainian leadership to choose: either agree to demands that benefit Russia exclusively, or continue the war with limited external support.
Implementing this plan will not end the war; rather, it legitimizes Russian aggression. Closing Ukraine’s path to NATO membership, reducing its armed forces, forcing territorial concessions, and creating “security guarantees” that provide no real protection—all of this transforms the initiative into a tool for exerting pressure on the victim of the war. This construct does not remove threats, but rather consolidates them: it transforms temporary occupation into a political norm and sets a dangerous precedent for all of Europe. If the aggressor state benefits from the use of force, new invasions are only a matter of time.
The plan ignores a fundamental principle: peace is only possible when justice is restored, not when the victim is forced to accept conditions set by the aggressor. Any solution that does not include the full withdrawal of Russian troops from Ukrainian territory and the restoration of sovereignty within internationally recognized borders will not end the war, but rather freeze it in the Kremlin’s favor. Such a “compromise” will not prevent a new wave of violence; on the contrary, it will create favorable conditions for it.
We firmly believe that sustainable peace in Europe is impossible without Ukraine’s victory and the defeat of Russia’s aggressive policy. Attempts to force Ukraine’s surrender under the guise of a “peace plan” represent a threat not only to Kyiv, but to the entire international security system.
The Free Russia Forum expresses its full and decisive support for the Ukrainian leadership and calls on its European partners and the international community to resolutely reject any initiatives that replace a just peace with a political exchange in favor of the aggressor.
The only basis for a peaceful settlement is the full restoration of Ukraine’s territorial integrity and the guarantee of its right to independently determine its own path.
